Abstract

The European Union has been in a process of recalibrating its trade, development, and external investment policies in the light of global challenges, shifts in international relations, and internal adjustment pressures. While using such policies to export norms and standards, the EU displays an enhanced concern for political and security implications, which compromises its commitment to free trade. At the same time, the North-South binary is under scrutiny following the adoption of the Sustainable Development Goals (SDGs) and changing patterns in global inequality. The increased agency of the Global South has pushed the EU to give more importance to the creation of partnerships of equals, whereas the rise of China and other emerging powers has fostered the pursuit of strategic interests through aid and development-related policies. This panel explores key tensions between exporting EU rules through trade, emphasising partnership in development, and approaches to external financing and investment.
