Abstract

This panel explores whether Russia’s invasion of Ukraine constitutes a "critical juncture" for the EU and its member states. While much has changed, papers explore the durability of changes in power between national, EU, and transatlantic levels, and the salience of different themes in domestic discourse, as both Russia and Europe shift from soft to hard power.
