Abstract

This panel's primary objective is to investigate the European Union's (EU) response to the erosion of the once almost unquestioned liberal international order. The order, prevailing during the 1990s and early 2000s, faces formidable challenges, including the Trump Presidency, the COVID-19 pandemic, and the Russian invasion of Ukraine. These events compel the EU to reassess its established global posture, prompting critical reexamination of its international identity, alliances, and reliance on global organizations. Derived from a collaborative book project and underpinned by a consistent analytical framework introduced in the initial presentation, the panellists scrutinize how EU actors are grappling with challenges across various issue domains. These domains encompass critical raw materials supply, international trade policy, security and defence, and gender equality. As the analyses of these case studies reveal, EU actors' responses exhibit a spectrum of approaches: some gravitate towards heightened nationalism, advocating for a more self-reliant stance, while others champion deeper European integration, seeking enhanced cohesion. Simultaneously, certain actors emphasize the imperative for bolstered transatlantic cooperation. Collectively, this panel provides a comprehensive insight into the myriad strategies employed by EU actors as they confront the evolving landscape characterized by the fragmentation of the liberal international order.
