Abstract

The Covid-19 pandemic has set economies of member states under heavy financial pressure, member states have therefore set up Covid-19 economic rescue plans for different sectors of the economy. The European Union has meanwhile installed a Recovery and Resilience Fascility (RRF). The RRF exists as a somewhat new aspect of socioeconomic governance in the EU - while the European Semester is suspended, it has taken its place as the location of collaboration and communication between member states, the Commission, and it is expected that it will work with the Semester, and the country specific recommendations (CSR), when they return. However, it is not managed by DG ECFIN which manages the semester - instead it is managed by a newly established task force that, though it is expected to work with DG ECFIN, reports directly to the Commission President, and so is not subject to decisions of DG ECFIN, and this has resulted in some interesting differences. Also, national social partners were included in the consultation process, while their role in the evaluation and further consultation process will need to be considered anew. The panel seeks to highlight these developments within the RRF and the European Semester more broadly, asking how the European Semester, the RRF and other economic governance processes consider gender relations and intersectional identities in their national recovery and its implementation.
