Council

Each ECPR Member is required to appoint an Official Representative to act as the liaison point between the institution and ECPR.

Official Representatives (ORs) play a vital role in ensuring that scholars at their institution can fully benefit from ECPR membership. They also promote ECPR's initiatives within the global academic community.

While the OR will typically be a senior member within the institution – such as Head of Department – anyone enthusiastic about representing ECPR and committed to fulfilling its responsibilities can assume this role.

As key advocates for ECPR within their institutions, ORs are responsible for:

  • Promoting ECPR events, resources, and opportunities
  • Keeping their institution's membership active
  • Facilitating engagement with the ECPR community

ECPR Council

The ORs make up ECPR’s Council and as such also play an important role in the organisation’s governance.

The main functions of Council are to:
Elect and delegate
  • Elect new members to the Executive Committee (EC) every three years and delegate the running of the Consortium to the EC until the next election.
Monitor
  • Monitor and hold the EC accountable for its actions, chiefly through receiving annual reports from its main officers.

Speaker of Council

Council meets annually, presided over by a Speaker, and operates according to a set of Standing Orders.

The Speaker of Council for the term 1 June 2025 – 31 May 2028 is Krisztina Arato (Eötvös Loránd University). The first Speaker was David Farrell (University College Dublin) who served the 2013–17 term.

Krisztina is Full Professor and Director at the Eötvös Loránd University (ELTE), Faculty of Law, Institute of Political Science in Budapest. Her research interests are the history and theories of European integration, East Central European politics and civil and social dialogue.

The Speaker’s responsibilities include:

  • chairing meetings of the Council
  • proposing amendments to the Standing Orders of Council
  • liaising with the EC over business matters and the formulation of the agenda of Council meetings
  • serving as Returning Officer for EC elections and votes to amend the ECPR Constitution
  • acting as a general liaison point for members of Council vis-à-vis the ECPR.
