Abstract

The involvement of stakeholders or more specifically interest groups in policy- and rulemaking has become a critical area of study within political science and public administration. Over the past few decades, scholars have increasingly recognized the significant role that these groups play in shaping public policy. This systematic literature review aims to combine insights from political science and public administration by synthesizing existing research on three aspects: how and when interest groups or stakeholders get involved, which factors determine involvement and how this affects different aspects of legitimacy. By addressing these research questions, this review seeks to provide a comprehensive understanding of the current state of the art in this field and identify gaps for future research.
