The paper deals with the following main topics. Which kind of conceptual and rhetorical moves enabled the Ad Hoc Assembly to combine supranationalism and parliamentarism. How did the members of the Ad Hoc Assembly justify extending the principle of parliamentary government to the supranational level, against the explicit opposition of the British government and observers in the Ad Hoc Assembly?
