Abstract

The paper addresses the issues of implementing the European Green Deal in Poland. For the purposes of the analysis, a hypothesis will be formulated according to which the change in the government coalition, which occurred after the parliamentary elections in 2023, resulted in the change in the previous strategy for implementing the assumptions of the European Green Deal. Among the analyzed manifestations of this change, the shift of the focus of the implemented assumptions from the central (government) level to the local (local government) level is the most important one. The shift is created by the activities of the following types: (1) equipping local governments with appropriate legal, organizational and financial instruments, (2) including social (non-governmental) actors in the process of deciding on the local dimension of the European Green Deal. The verification of the hypothesis was subordinated to the use of a number of research methods and techniques, primarily comparative analysis, institutional and legal analysis, content analysis of documents and materials (acts of national and local law). The paper contributes to the increasingly important discussion on the opportunities and constraints related to the energetic transition in the European Union, with particular emphasis on the countries of Central and Eastern Europe
