Abstract

This paper examines the evolving landscape of municipal governance in Iceland, where constitutionally protected local autonomy coexists with incremental territorial reforms. It highlights how Icelandic municipalities balance uniform national frameworks with the flexibility needed to respond to diverse local conditions. Historically shaped by Danish administrative traditions, Iceland’s governance system has steadily shifted toward bottom-up amalgamation processes, rather than top-down mandates, leading to a marked reduction in the number of municipalities over the past decades. These structural changes have been further influenced by adjustments in fiscal autonomy following the 2008 financial crisis. Stricter oversight and the introduction of a revised Local Government Act have prompted local authorities to refine their fiscal strategies, underscoring the potential benefits of more tailored policy delivery. This adaptive approach enhances the efficiency of public services and promotes greater community engagement, ultimately supporting a more resilient and responsive political framework. Beyond administrative efficiency, this evolution encourages innovative governance models centred on citizen involvement and accountability. By fostering collaborative platforms for shared decision-making, communities can ensure that local policies better reflect their priorities and enhance transparency and trust between governments and citizens. Such inclusive governance practices enable municipalities to pool resources, disseminate knowledge, and collectively address challenges, strengthening social cohesion.
