This paper starts by spelling out what is meant by executive dominance and discusses that in relation to the notion of segmented political order. A segmented political order is a distinctly differentiated political order. The argument is (along the lines spelled out by Batora and Fossum (ed.) in the book Towards a Segmented European Political Order that the EU is a fledgling segmented political order, which refers to a political system that is marked by an imbalance between experts and executives on the one hand and legislatures on the other. The paper discusses what this entails for the notion of executive dominance. Is executive dominance part of the defining features of a segmented political order, and if so, how?
