This paper outlines a conceptual framework for understanding administrative structures of MLG with an emphasis on conditions that increase executive dominance. The conceptual framework is then illustrated empirically with examples from both European integration and Nordic administrative cooperation. Given that those are parallel processes of differentiated integration the paper does not just demonstrate the general value of using public administration scholarship to study political order. It also demonstrates the importance of applying that scholarship to the study of Europe’s differentiated multilevel governance.
