The effect of divergences in policy objectives between governance levels in a nascent policy subsystem: Applying the ACF to the Swiss Biodiversity Strategy
Using the ACF framework and a qualitative approach, this research note analyses the current Swiss Biodiversity Strategy through the study of four regional nature parks. Policy objectives between different governance levels diverge in topics. Using expert interviews and survey to explain the effects of the divergence reveals three findings: (1) the parks seek above all local acceptance, (2) the parks use homophily to gain acceptance, and (3) homophily and cooperation are easier to attain due to the term park.
