Minority Governments in Spain: from Functional to Dysfunctional?

This paper analyzes the formation, functioning and performance of minority governments in Spain. It distinguishes between minority governments before and after party system change in 2015. Since 2015, there have been two dysfunctional and short-lived minority governments (2016-18, 2018-19), which contrast with the functional and long-lasting minority governments of the past. The study will account for the differences. It also provides insight into the current, and first, minority coalition government in post-transition Spain.
