Abstract

The aim of this paper is to study EU-global interactions in the field of Artificial Intelligence (AI) politics and policies. In the times when many countries and international organisations develop their policies for AI, the EU is not only aiming to develop a unique approach to AI based on its values and norms but also to work towards international AI ethics guidelines, promote its human-centric AI approach to the global stage and to collaborate with like-minded partners. Against this background, this paper will analyse if and how does the EU influence international discussions and initiatives and vice versa – how does international AI developments influence the EU policies towards AI. To do that, this paper draws on European studies literature of EU policy-making, international influence and power. Empirically, it analyses EU’s policy documents for AI in a comparative perspective.
