Climate Leadership and Governance Innovation with Oslo

Climate change is “the defining issue of our time” (UN 2018) and severely affect upon contemporary urban policies. Progressive cities worldwide engage actively in creating de-carbonization pathways through climate leadership that spurs innovation in governance, technology and policies. Among others by linking the formerly detached fields of climate mitigation and climate adaptation at the same time as they strive to create development linkages that address the potential distributional effects of climate policies. In this paper, we explore how the current European capital of Europe, Oslo, develop policies and practices to support its high climate ambitions. The paper identify promising steps and core barriers thus contributing to a deeper understanding of the conditions for moving towards deep de-carbonization of cities. The paper is a co-created endeavor between researchers and practitioners from the city administration. Thus, the paper is in itself an example of climate governance transgressing former institutional barriers.
