China-EU Cooperation in the Field of Science and Technology (S&T)

The science and technology (S&T) is a significant and promising field of cooperation for the EU and China. The EU has been the biggest technical cooperation partner and the largest technology supplier of China. EU-China S&T cooperation has three main channels: the S&T cooperation under the European Commission’s Framework Program, the intergovernmental S&T cooperation between China and the EU member states and Sino-EU technology trade. With the joint efforts of both sides,EU-China S&T cooperation is improved and enriched, and achieved remarkable results. This paper first analyzes the promoting and restrictive factors of EU-China S&T cooperation. Then it comes to the comparison between the EU Technology Policy and China’s Science and Technology Policy. Finally, this paper attempts to find out the problems in the S&T cooperation between the two sides and give some possible advice. In addition, there will be three typical case studies: Galileo project, The Europe-China Clean Energy Centre project (EC2), Dragon program. These three cases will explain related issues from different angles.
