Abstract

The current crisis the European Union is facing gave birth to an extensive academic literature focusing on the dialogue between « new intergovernmentalism » and « new supranationalism ». As Pollack & Slominski stated, « The European Parliament is a tricky case for the new intergovernmentalism » (Pollack & Slominski 2015). How does the European Parliament locate itself in this « new » EU gouvernance? Many studies have address this question through an analysis of RCVs or an evaluation of the ordinary legislative procedure since the Eurozone crisis (Otjes & Van der Veer, 2016). This paper intends to answer this question through an analysis of the impact of EP’s internal organization on the EU legislative general trends (such as the number of laws passed or the speed of the legislative ordinary procedure). These issues are decisive when it comes to understand the influence of the European Parliament on the global architecture of the EU. Though an analysis of iconic texts of the Eurozone crisis (Six-Pack and Two-Pack), the paper will show that the influence of the EP patterns of activity since the crisis remained highly limited and circumscribed. The paper will finally discuss to what extent these results may give weight to the « new parliamentarism » approach of the EU (V. Schmidt).
