The outsourcing of internal security (IS) it is today one of the main questions that gain significance.
The state structures created to the issues of IS, the nature of the instruments and forces, the extent of the rights, freedoms and guarantees of citizens; and the peculiar nature of public security policies, are not consistent with the absolute outsourcing of IS and a minimal role on defining those policies by the States.
The state, as politically organized society, can make outsourcing of bodies that can directly put in crisis the most basic rights, freedoms and guarantees of citizens?
