The Coherence of EU Cyber security strategy

The proposed article aims at exploring the case- study of the European Monitoring Centre for Drugs and Drug Addiction, which despite having been already created in 1993, has attracted very limited attention within the EU agency literature. The mandate of this agency is to supply objective and factual overviews of European drug problems, as well as to develop best practices and common definitions in order to support national and European decision- making. Although this agency has no operational powers, it has successfully managed to influence the decision- making processes in this area. Embedded in a theoretical framework mixing Public Management literature and new institutionalist theories, this article aims firstly at analyzing how this agency is contributing to the constitution of European drug policies and, secondly, at reflecting on whether such contribution is playing a role in the development of the EU as a more coherent and unified internal security actor.
