Abstract

Local government boundary reforms are generally geared towards amalgamation / creation of larger local government units, in a drive towards increased efficiency, with fewer instances of de-amalgamation/splits. Accordingly, research on what happens before and after territorial reform is predominantly focused on amalgamation. This panel will explore the opposite direction and look theoretically and empirically at the before and after of municipal splits.
