Instruments, Institutions and Architectures of Normative Power

Abstract

This panel focuses on how normative power is shaping higher education and science policy environments in Europe and beyond. Looking at the instruments, institutions and architectures of policy and organizations, these papers share a focus on re-examining the idea of normative power. The papers look comparatively at cases from Europe, South America, Russia and Central Asia, and China. They raise questions about how norms are translated across policies and countries, how isomorphic processes occur, the use of soft power, and how paradigms like 'grand challenges' do or do not make their way into actual national policy changes.
