This panel investigates the emergence and evolution of Transnational Strategic Partnerships (TSPs) as flagship instruments for addressing grand societal challenges within European and global governance frameworks. As the European Union and international bodies increasingly adopt a challenge-based logic to govern sectors such as education, training, research, and public health, TSPs have become important in managing the complexity, multi-level nature, and cross-sectoral demands of these interconnected challenges. The panel is structured around two interconnected themes. Firstly, it investigates the institutional and structural dimensions of how global and European actors use TSPs to create a coherent governance architecture. Contributions in this section explore the design and evolution of these frameworks and the incorporation of TSPs within this broader architecture to coordinate collective responses to large-scale challenges. Secondly, the panel examines the organisational design, function, and implementation capacity of these partnerships. Moving from macro-policy to institutional practice, the papers examine how TSPs are structured to manage the inherent tensions of multi-level governance. The discussion addresses how these partnerships operationalise abstract strategic goals into concrete activities, how they monitor progress, and how they navigate the constraints of project-based funding to build legitimacy.
