Abstract

The concept of EU regulatory state has long been central to discussions on European governance, highlighting its reliance on rules, standards, and technocratic oversight rather than traditional redistributive instruments. More recently, new forms of governance, experimentalism and combination of regulation with other instruments have multiplied. This panel explores how the EU’s use of regulation and the associated multi-level governance patterns have evolved in response to recent turbulence and policy evolutions.
