Abstract

Political instability, coalition breakdowns, and electoral transitions have led to an increasing reliance on caretaker cabinets and legislatures in Central and Eastern Europe (CEE). While these interim governments are meant to provide neutrality and continuity, they often become battlegrounds for political parties seeking to influence future elections or policy directions. In some cases, caretaker governments serve as crisis managers; in others, they exacerbate democratic backsliding or deepen polarization. This panel will explore the relation between caretaker cabinets, legislatures and members of parliaments.
