Legislative Bargaining: Votes, and Institutional Frameworks

Abstract

Before votes are taken on bills, negotiations take place, both in formal and informal settings across various stages of the legislative process. This panel seeks papers which analyze the policy negotiations which happen prior to decision-making. We seek to understand which actors take part in such negotiations: Cabinet ministers, party leaders, party spokespersons, committee members, or backbenchers? What is the form? How do such negotiations feed back into formal processes, and how do they determine the form of decision-making, e.g. roll-call votes. Likewise, we look at how the institutional framework allows or hinders such policy negotiations.
