Participatory Procedures in the Local Policy Process

Abstract

The panel aims to examine the impact of participatory processes on the policy process at the local level, particularly in the context of societal transformations such as those related to the transformative challenges of climate change, digitalisation or migration. The panel will explore how participatory procedures can or cannot influence decision-making, shape policy outcomes and societal responses to these pressing challenges. The panel seeks empirical and theoretical contributions that address topics such as: a) the spill-over effects of participatory processes on the local representative arena of decision-making, the media or the wider public /public opinion; b) the (institutional) embedding and integration of participatory processes in the local political process, especially in the local council and public administration c) how the functioning of the local council and public administration is changed through participation and which elements in their functioning (could) hamper or facilitate participation; d) the benefits and challenges of participatory processes in terms of impact when addressing complex issues and promoting societal change. The panel will encourage a critical examination of existing practices and explore innovative approaches to enhance the ability of participatory processes in effectively shaping policies that respond to the challenges of societal transformation.
