Conventional citizenship norms and practices, and the conditions enabling a sense of belonging among people in their role as citizens are changing rapidly. The increasing pressure of illiberalism on democratic regimes, changing instruments of citizenship inclusion and exclusion globally, and the Covid-19 pandemic are just some of the most apparent dynamics which have brought about these changes. In this panel we investigate the role of the citizen as an agent of democratic processes and the circumstances that enable and inhibit this agency. More specifically, we ask whether the changes we witness necessarily point to a decline in democratic and liberal citizenship, including citizenship frames, norms and practices, or grant some sort of progress to them as apparent in, for instance, citizens’ growing uptake of novel forms of participation. To answer this question, the panel brings together a range of empirical investigations from different countries and with varying scopes of analysis. Together the papers in this panel assess the potentials for and limitations of contemporary ‘liberal’ citizenship.
