Sanctuary and Citizenship in Europe

Abstract

This panel tackles the issue of "sanctuary" from a conceptual/theoretical perspective, investigating in particular the relationship between sanctuary and the notions of “urban citizenship” (Bauböck and Orgad 2020), “acts of citizenship” (Isin and Nielsen 2008) and “lived citizenship” (Lister 2007, Kallio, Wood et al. 2020). Authors in this panel would be invited to draw on the experiences of sanctuary cities and civil-society-led sanctuary practices across both sides of the Atlantic in order to illuminate the relationship between sanctuary and citizenship at the conceptual level. The idea here is to assess the extent to which sanctuary can be said to inaugurate a form of citizenship that is independent of legal status and that is largely detached from national belonging: a form of “sanctuary city-zenship”.
