International policy dynamics and national filters - The global politics of higher education and research policies

Abstract

This panel focuses on the political dynamics underlying higher education and research policies in different countries around the globe. Universities and their main tasks of education, research and innovation are of increasing relevance for modern societies. This includes delivering policy solutions for grand societal challenges, such as climate change. Consequently, questions regarding the way in which policy is made in this area are also becoming politically more salient. This includes not only questions of access to higher education but also the societal relevance of research and academics’ activities regarding knowledge dissemination. These debates are taking place in many different environments around the globe and to a certain extent can be described as having converging characteristics. At the same time, national environments provide diverging frameworks for these policy debates, which can make certain policy instruments more or less fitting in a given environment. The panel is open for contributions that focus on different aspects of policymaking regarding higher education, research and innovation, such as actors, their interplay, multi-level dynamics, policy agendas or policy implementation. Contributions should be based on empirical analyses and preferably have an international comparative component or at least contextualize national case studies to international developments or a more general research literature.
